Der jetzige US Botschafter John L. Withers ist ein würdiger Nachfolger seiner Vorgänger Jeffrey und von Frau Ries, denn es ist nicht leicht, sich im Show Theater International daher kommender Verbrecher Banden im Gewande der Albanischen Politik zu Recht zu finden.
Besonderes Lob gebührt diesem Botschafter und seinen Vorgängern u.a. für die sofortige Gestaltung der neuen Task Force Polizei im April 2007, sämtlichen Regelungen in Zusammenhang mit der Präsidenten Wahl und Wahl der neuen General Staatsanwältin, der wichtigsten Wahl Rechts Reform jüngst und 5 Tage nach seinen klaren Worten, wird von den beiden grossen Parteien beschlossen, die Immunität der Abgeordneten auf zu heben, was besonders wichtig! Diese Leute denken bis heute, sie ständen über dem Gesetz und bauen auch in 2008 immer noch wie in Wild West irgendwelche Hotels, Bars auf gestohlenen Grundstücken.
Deshalb kann man schon jetzt sagen, das Withers auch zu Personen gehört, die Albanien langsam aber sicher in Ordnung bringen. Klare Reaktionen wie in diesem Falle braucht Albanien, denn nur durch solche klare Aussagen erhalten Ausländer Glaubwürdigkeit!

Auf der Liste befinden sich zwei (ehemalige – MD) Angehörige der ANA (Albanische Befreiungsarmee – MD), der politische Führer Gafur Adili und der militärische Spiro Butka. Der Name Butka war bisher in der Öffentlichkeit unbekannt. Es handelt sich um einen ehemaligen Offizier der albanischen (gemeint ist Albanien – MD) Armee, der 2002 zum Leiter der Generalstabs der ANA ernannt wurde. 2003 wurde er in Albanien festgenommen und nach seiner Freilassung ist er wieder nach Kosovo eingereist.

TIRANA, Albania -- The US Embassy in Tirana denounced on Thursday (March 13th) a physical attack on journalist Besar Likmeta by parliament member Tom Doshi. US Ambassador to Albania John Withers called on authorities to investigate the incident, witnessed by another lawmaker. Doshi, a deputy from Albania's ruling centre-right coalition, hit Likmeta in the face with a thick leather file folder in the bar of a Tirana hotel Monday after Likmeta, a reporter with Balkan Insight, asked him about his apparently bogus law degree from Tetovo University in Macedonia. I have spoken here in Albania on a number of issues. Most of them have been topics that make me very happy. Albania’s NATO invitation, the independence of Kosovo, even a little bit on Albanian culture and history. Today’s subject unfortunately is not one of those happy subjects; today’s subject is corruption.
Today we are releasing the findings of a USAID-funded survey, conducted by Director Pasha’s institution, on corruption in Albania. The survey tracks both the perception and experience of corruption by ordinary citizens. The news unfortunately is not good. According to the survey, 92% of Albanians says corruption is widespread among public officials and that is a decline of 8 points form a year ago. The report shows no progress in bribery indicators. Nearly 70% of people surveyed report paying a bribe for medical treatment. Nearly 60% have little or no trust in the judicial system. By a 3 to 1 margin, Albanians do not think the judges are impartial when conducting trials.

“One important straightforward step that can be done is to change the immunity law, which protects senior officials in courts, in Parliament and in other offices from prosecution,” Withers added.

TIRANA, Albania -- Prime Minister Sali Berisha welcomes the opposition's readiness to amend the constitution concerning immunity for lawmakers. "We have agreed publicly with the head of the Socialist Party (SP), Edi Rama, to break down the wall of immunity in Albania," Berisha said on Monday (May 12th) at a meeting of his ruling Democratic Party (DP). He said the opposition's support shows political maturity and a willingness to demonstrate that everyone is equal before the law. He argues such reforms help Albania move towards EU membership.
Germany's Norbert Lamert echoed that sentiment during a trip to Tirana on Monday. The speaker of the parliament, the Bundestag, said, "Changes are possible, but they require time and are a precondition to join the EU. Only changes make integration possible." USAID urges Albania to fight corruption, boost reforms

TIRANA, Albania -- USAID Administrator and Director of US Foreign Assistance Henrietta Fore urged the Albanian government Monday (May 19th) to commit more to completing reforms and fighting corruption. In light of elections next year and the recent invitation to NATO membership, "it is important that the government shows its commitment to implement election reform and judicial reforms," said Fore. "Albania should work hard combating corruption, applying tough measures for criminals through independent and un-politicised trials," she added.
Separately Monday, former Deputy Transport Minister Nikolin Jaka and six other officials were convicted of corruption charges, stemming from the illegal fixing of road project tenders. Was wollen diese Gestalten mit ihren sinnlosen Reisen in Albanien?
Die sollten sich einmal ein Beispiel nehmen am US Botschafter Withers, der 2 sehr gute Vorgänger hatten und wo anscheinend die Abschöpfung des Insider Wissens gut funktioniert.
Das dies ein Manko bei der Bundeswehr, Deutschen Polizisten und Politikern vor Ort ist, wusste man 1999! Geschehen ist wie gesagt auf Deutscher Seite bis heute nichts und wenn ein guter Mann geht, wird sein Wissen bis heute nicht abgeschöpft und weiter gegeben .

04 June 2008 Tirana _ The U.S. ambassador in Tirana has condemned Albanian’s Premier and Parliament speaker for stalling a probe into the March 15 army depot blasts.
“The American government will view with disappointment and alarm any effort to subject this investigation to any outside influence whatsoever,” said John L. Withers after a meeting with Prosecutor General Ina Rama.
Parliamentary Speaker Jozefina Topalli has repeatedly delayed a decision to put to vote the immunity of former Defense Minister Fatmir Mediu, while Prime Minister Sali Berisha has remained silent on the issue, though formerly promising that no official of his government would hide behind parliamentary immunity.
Prosecutor General Ina Rama has asked parliament to lift Mediu’s immunity. The former defence minister resigned from government in the days following the blasts which killed 26 people and left more than 300 injured.
“The violation of the laws and procedures of security and ammunition storage and the mismanagement of the disposal process caused the sparks that set off the massive explosions,” Rama stated in her request for Mediu’s immunity to be lifted.
She added that “a flagrant violation in this process has been the employment of children.”
Rama accuses the former defence minister of abuse of power. As a member of parliament, however, he enjoys immunity from formal charges and cannot be formally placed under investigation.
“It is the Prosecutor General’s constitutional duty, not that of any other body of government, to conduct her work without interference; and for this to take place, it is essential that Parliament immediately address the question of parliamentary immunity,” Withers said.

TIRANA, Albania — US Ambassador to Albania John Withers said on Tuesday (June 3rd) that Washington remains committed to an independent investigation of the March 15th explosions at the ammunitions depot in Gerdec. During a meeting with Chief Prosecutor Ina Rama, Withers stressed that any attempt to influence the investigation from outside would disappoint Washington. “It is a constitutional right of the prosecution to carry out this investigation and not of any government organ,” Withers said, adding that to resolve the issue parliament must settle the issue of immunity for members as soon as possible.
Separately Tuesday, Parliament Speaker Jozefina Topalli urged Rama to provide the assembly with additional documents regarding the lifting of former Defence Minister Fatmir Mediu’s immunity. Shkodër, Withers: Shembull toleranca fetare
• “Kushdo që mbërrin në Shkodër, nuk e sjell tolerancën fetare por e gjen atje”, ka deklaruar ambasadori amerikan në Shkodër gjatë takimeve të shumta që ka zhvilluar me komunitete të ndryshme fetare.

Letztes Jahr gab es dann noch erheblichen Ärger, als man ein grosses Kreuz auch noch auf einem Berg errichten wollte.
Die Malteser, von denen man eigentlich mehr erwarten könnte, turnten ja auch mit den Kriminellen aus der Deutschen Botschaft und GTZ jahrelang immer Super nervös in Albanien herum. Die Diskrepanz der von den Maltesern aufgebauten echten Super Katholischen Gemeinden, inklusive der Kathedrale von Skoder, mit Deutschen Glocken und wo Deutsche Handwerker das Ganze installierten, ist so extrem zu anderen sehr armen Gemeinden, das man eventuell vom schüren eines Bürgerkrieges zwischen den Religionen im Raum Skhoder sprechen könnte.
Aktuell hat dann die Stadt Dortmund die katholische Stadt Verwaltung des Bistumes Skhoder nach Deutschland eingeladen und im Schlepptau sind dann immer ein paar Mafiosis, welche sich die Kosten freien Reisen inklusive Visa erkaufen.
Dies zum Unterschied, einer dreisten Abzocke und Aufhetzung zu Religions Kriegen der Deutschen Politiker und des AA und dem richtigen Auftreten in Albanien vor Ort u.a. der Botschafter aus Spanien, USA, Italien usw..
Nur mit dem Waffendeal da hatte er nicht rechtzeitig die richtige Nase. Immerhin hat er die Ermittlungen erheblich gefördert und ermöchlicht, was wichtiger ist für Albanien. Aber jetzt ist nun mal sein Ruf ziemlich ruiniert.

American Envoy Is Linked to Arms Deal Cover-Up

WASHINGTON — An American ambassador helped cover up the illegal Chinese origins of ammunition that a Pentagon contractor bought to supply Afghan security forces, according to testimony gathered by Congressional investigators.
A military attaché has told the investigators that the United States ambassador to Albania endorsed a plan by the Albanian defense minister to hide several boxes of Chinese ammunition from a visiting reporter. The ammunition was being repackaged to disguise its origins and shipped from Albania to Afghanistan by a Miami Beach arms-dealing company.
The ambassador, John L. Withers II, met with the defense minister, Fatmir Mediu, hours before a reporter for The New York Times was to visit the American contractor’s operations in Tirana, the Albanian capital, according to the testimony. The company, under an Army contract, bought the ammunition to supply Afghan security forces although American law prohibits trading in Chinese arms.
The attaché, Maj. Larry D. Harrison II of the Army, was one of the aides attending the late-night meeting, on Nov. 19, 2007. He told House investigators that Mr. Mediu asked Ambassador Withers for help, saying he was concerned that the reporter would reveal that he had been accused of profiting from selling arms. The minister said that because he had gone out of his way to help the United States, a close ally, “the U.S. owed him something,” according to Major Harrison.
