EULEX facing numerous hurdles ahead of scheduled deployment

An EU mission is supposed to take over from UNMIK on June 15th, but officials now say this may not happen as planned.

UNMIK heading towards gradual reconfiguration

PRISTINA, Kosovo -- UN Secretary-General Ban Ki-moon is expected to send a letter Wednesday (June 11th) to both Pristina and Belgrade regarding UNMIK's gradual reconfiguration, according to local media reports. In the letter, Ban will discuss the presence of two international missions -- UNMIK and EULEX -- and will say the UN presence will become symbolic after Kosovo's constitution comes into force on Sunday. Ban reportedly will partially meet the demands of the Serbian government, which seeks a functional partition of Kosovo. Newspapers say he will ask the Kosovo Police Service to report to international missions in areas dominated by Serbs and will also initiate the establishment of additional courts in areas inhabited by Kosovo Serbs.

In other news, the public prosecutor's office now considers Friday's attack on Prime Minister Hashim Thaci's house an attempted murder. Police first described it as a break-in. Tome Gashi, Thaci's lawyer, said on Tuesday the case is more complex than initially reported, since there were two similar incidents involving the homes of Thaci's two brothers the same night. Authorities arrested a 19-year-old ethnic Albanian, Fazli Sejdiu, on Saturday after his father went to police. (Zeri, Koha Ditore, Express, Lajm, Kosova Sot - 11/06/08

EULEX head de Kermabon says mission to report to Brussels, not to UN

PRISTINA, Kosovo -- EULEX Commander Yves de Kermabon said Monday (July 7th) that even after UNMIK ends the process of its reconfiguration, the EU mission will report to Brussels and not to the UN. "This is a very different mission aimed to help, advise and monitor Kosovo institutions. EULEX is under the command of the EU," de Kermabon said after meeting with Kosovo Prime Minister Hashim Thaci and President Fatmir Sejdiu. De Kermabon noted that there could be difficulties in extending EULEX to the Serb-dominated northern part of Kosovo, but he said the mission will deploy nonetheless. EULEX to be fully deployed in Kosovo by year's end

PRISTINA, Kosovo -- The EU's police and judicial mission EULEX will deploy soon in northern Kosovo and be active across the country by year's end, EULEX Deputy Chief Roy Reeve announced on Tuesday (September 23rd). He added the mission has established good co-operation with its predecessor, UNMIK, and will work with the police, judiciary and customs sectors.

In other news, ten observers from Kosovo's Central Elections Commission will monitor the October 5th local elections in Bosnia and Herzegovina (BiH). The Sarajevo-based elections commission sent an invitation to Pristina in May. Authorities in Republika Srpska oppose the move, as BiH has not recognised Kosovo.

Also Tuesday, Returns and Communities Minister Boban Stankovic resigned from the Kosovo government, citing personal reasons. He was one of two Serb ministers in the cabinet. United States to participate in EULEX mission in Kosovo

BRUSSELS, Belgium -- The EU Council of Ministers approved a proposal Tuesday (October 14th) for US participation in the EU's EULEX mission in Kosovo. Washington has assured that its officials will "participate in the mission in accordance with the EULEX joint action and operational plan". Under the agreement, EULEX Commander Yves de Kermabon will command and control all teams and units, which now include 500 international members and around 200 local staff. Kosovo officials say deployment is considered an "immediate need".

In other news Tuesday, Finance Minister Ahmet Shala said Kosovo is likely to become a member of the IMF and the World Bank shortly, probably next year. During an official visit to Washington, Shala told the BBC that the majority of IMF member states support Kosovo's membership. Serbia and Russia would be unable to block the move, he added.

Also Tuesday, the United Arab Emirates recognised Kosovo's independence, the first Arab country to do so. Belgium, the Netherlands and Luxembourg announced they are recognising Kosovo's newly issued passports.

Meanwhile, the strike by healthcare workers in Kosovo ended on Tuesday after their trade union and the government agreed on a pay raise, starting in January. (Kosova Sot, Express, Koha Ditore, Zeri - 15/10/08; TV21, Kohavision - 14/10/08

Serbia's Tadic: compromise on EULEX possible

BELGRADE, Serbia -- President Boris Tadic said on Thursday (October 16th) that Belgrade and the EU could reach a compromise on deployment of the EU's EULEX mission in Kosovo, "a compromise that the UN Security Council would approve as well". EULEX's arrival does not mean the end of Serbia's presence in Kosovo, he noted. He said Belgrade will accept the EU mission under three conditions: it is deployed in Kosovo with the approval of the UN Security Council, the mission's status is neutral and former UN envoy Martti Ahtisaari's plan on Kosovo is not implemented.

Also Thursday, Russian Ambassador to Serbia Aleksander Konuzin said Moscow considers the EULEX presence in Kosovo illegal. At a meeting with UNMIK, KFOR and Kosovo Serb representatives in the Kosovo town of Gracanica, Konuzin reiterated that Russia would continue to support Serbia in preventing an "illegal split of the country".

Separately Thursday, UNMIK chief Lamberto Zannier met with Kosovo President Fatmir Sejdiu and said his mission has prepared to hand over its premises to EULEX.

According to media reports Friday, UNMIK has allowed EULEX to examine a large number of files on war crimes committed in Kosovo in 2000. Sources say the cases may be reopened in January.
