Kosovo's Thaci blames judiciary for organised crime, corruption

PRISTINA, Kosovo -- Prime Minister Hashim Thaci on Thursday (November 6th) described as correct the European Commission's (EC) new progress report on Kosovo. It criticises institutions for their inability to fight organised crime and corruption. Thaci said that he personally expressed these concerns earlier this year and blames the judicial system. The government said it will begin developing a series of strategies: one to combat organised crime, another to fight terrorism and a third to fight drug trafficking, along with necessary action plans. The opposition party Alliance for the Future of Kosovo (AAK) also weighed in on Thursday, saying the EC's report provides a clear picture of the current situation in Kosovo. The AAK urged state institutions to take the findings seriously.
In other news Thursday, the American Chamber of Commerce in Kosovo published an investigative report on corruption and businesses there. According to the document, about 66% of businesses admit they had to bribe employees of institutions and officials in order to run their business. The most problematic institutions cited are the power company KEK, various government agencies -- including customs and the tax administration -- and the courts. Amnesty: New EU mission must bring justice
ImageAs the new European Union (EU)-led mission takes over responsibilities from the UN mission in Kosovo on 9 December, Amnesty International calls for urgent measures to resolve the massive backlog of war crimes and other human rights violations. The organization also appeals for adequate staffing and resourcing of the mission.
"Ten years after the end of the war in Kosovo, the EU-led mission should ensure that the relatives of more than 3,000 disappeared and abducted people are told the truth about the fate of their loved ones, and the perpetrators of those crimes brought to justice," said Nicola Duckworth, Director of Amnesty International's Europe and Central Asia Programme.
"With more than 1500 unresolved war crime investigations and hundreds or even thousands of war crimes still to be investigated, the mission should dedicate its resources to bringing justice to victims on all sides."

PRISTINA, Kosovo -- The government is one of the four most corrupt institutions in Kosovo, the country's Anti-Corruption Agency said on Monday (January 26th). Agency chief Hasan Preteni presented data on the level of corruption during a debate at the Media Centre in the town of Cagllavica. The other three most corrupt institutions are the judiciary, the local administration and public enterprises.
In other news Monday, KFOR's Multinational Task Force Centre (MTFC) uncovered a large stash of ammunition in the village of Grastica, near Pristina. MTFC spokesperson Ossi Lander said KFOR officers seized 100 antitank missiles and ammunition for lighter weapons. (Zeri, Koha Ditore, Lajm, Kosova Sot - 27/01/09; Rtk, Telegrafi - 26/01/09)
